That's already saying your future lvl 60 Qingyi will not only be able to clean up the remaining mess alone, (that is if she locks in like that again) but also, going to be the best if not the number 1 electric stunner and if by much, a high match to Lycon.

Weird thing about sokaku I found is that her team bonus is trigger with zhu yuan so it makes me think that all government personnel are considered part of the same faction which is a good idea for future proofing thr games since otherwise the faction system could cause a lot of units to become obsolete very quickly

It is because Zhu Yuan needs either her faction or a support. Since Soukaku is a support, it triggers. But you need her actual faction or ice attribute alongside Zhu Yuan team to get Sou's team passive to activate.

Impact is how much Stun damage your character can deal on enemy (the yellow bar) which means how fast you can stun them. Anomoly Proficiency is how fast you can proc Elemental effect on enemies.

Impact is similar to Break Effect in HSR (kinda?) Anomaly Mastery is kinda like DoT in HSR.
