Elastic force doesn't use ATP because it is the natural tendency of the muscle to pull back to its resting, original length. This is done by the anatomy of the muscle itself. Titin, for example, is one of the structures in the muscle that opposes the stretching motion. ATP is used strictly for the myoactin complex/cross-bridging.

it technically needs the ATP to function. Yes it is passive however to get to this point of high potential energy you need ATP. Think about secondary (Active ) transport (requires the ATP). Furthermore, the curve does not shoot down, it shoots back up after a slight dip at B....So C should actually be higher than B after a small dip...because of the passive (potential) energy created by the stretching of titin.

well, if you think a little the elastic force is actually using the atp from your arm and fingers, so it's not so passive after all.
