For Myth and CouncilRyS/Promise they used Japanese name order across the board (hence the rather silly "Watson Amelia" used in official contexts). However, starting with Advent they now seem to use whichever name order is appropriate. So far, out of Advent and Justice only Biboo uses Japanese name order (Koseki Bijou), even though Shiori also has one name of Japanese origin; in her case it's her given name while Biboo's is her family name. However, Shiori's name in Japanese is written with all katakana and an interpunct to separate the names (シオリ・ノヴェラ) which is the typical style for foreign names while Biboo's uses kanji for her family name and no interpunct (古石ビジュー).

I believe that the reason why most people call her Calli instead of Mori is because Calliope is actually her first name. The channel name is written as Mori Calliope because it's in the japanese format of surname first. So calling her Mori feels a bit too formal (at least for me) because it's calling her by her surname. So I go with Calli instead, since it's a cute nickname based on her first name. But either is fine, and in fact she might even prefer Mori, seeing as she refers to herself as "Mori" a lot more than as "Calli".

I think the last name/first name confusion of the Japanese order is the reason why Mori caught on. Her name is often written as Mori Calliope, so many casual fans probably thought that Mori is her first name. And Japanese is more flexible about which name you use. First name basis exists there as well, but using someone's last name is not automatically as distant as it is in English.

Nah it's just reversed because of Japanese like all the other names. Kiara introduces herself as Takanashi Kiara, but she doesn't call herself Takanashi, nor does anyone else. Gooba, too. No one calls her Gawr. The given name is the second one, surname is first. Ouro Kronii, Ceres Fauna, Koseki Bijou, etc. There's only a few that do the western way of putting the given name first.

And if we're talking properly, surename should be with -san. It would get worse with ID. ID has no widespread concept of surename. Some community/tribe does, but most don't. So their name is just ... name. Call them what they want/allow to be called (which I think the best way to deal with in any situation anyway).

You can start to differentiate the generation of Holo Fan based on what they call Calli.
