Surrogate ads promoting gutka, gambling and alcohol has to happen at the government level. Public out cry should happen against governments who are the stakeholders and the biggest beneficiaries. However, it is a debatable topic whether good/bad. All the sportsmen, film stars are promoting it for some reason.
