Maybe. It is teasing to be sure, but it is a way girls flirt too. The usual response with someone who wasn't that much younger than you would be to mess her hair up back. It is finding an excuse to make physical contact and invade each others personal space. That is what flirting is all about at the end of the day. My main point was that he was resisting the urge to respond the way he would with a girl his own age because she was 13. Yes she was being playful; she was also flirting, and 13 year olds do flirt absolutely...they juts have different expectations and intents than they do when they are older, it is part of growing up.
