It depends what pack you're running, but generally, yes.

Tempting... I mean the pack. I tried the duplex frame. I could not adjust the shoulder straps enough to follow the contour of my shoulders. I have a short torso and high hip bones. I can't get any pack to fit me right.

What does it matter where the 3 bar slider is on shoulder strap? What does it do?

I believe it is supposed to create a point where the shoulder strap will curve. I think this is to help just make the strap more 'custom' to the curve of your shoulder/chest.
