"Putting 15 people in charge of tracking down all alcohol wen't GREAT!" This is an exceedingly accurate statement summarizing the clusterfuck of prohibition, when you have an unpopular law forced through congress by a federal government that doesn't want to pay to enforce it so they tell the states to pay to enforce it, and how much money do you think they'll be willing to dedicate to enforcing the law if that state didn't want prohibition? Hell, the states that WANTED prohibition still didn't want to pay to enforce it because no one wants to pay for anything so it got put at the bottom of the list.
