The part that doesn't make sense to me is how the heck are either of them gonna fulfill their promises if one of them dies???

I think the idea is if they reach the last bullets they will follow through on their promise. Basically Benjamin is hoping for a 2/7 chance so he can get Garcian to kill the president. Obviously Garcian notices the gun has 7 chambers what ruins his chances completely as he shoots the first bullet. His promise to teach Garcian how to hit on women with 100% success is very likely a joke as he knows Garcian will play regardless.

I assume Keane rigged it. Keane was probably betting on Garcian not knowing it's a 7 shot but after the 6th empty click and being called out he just followed through with the game

Do also note the recurring theme of death being meaningless in Kill the Past games, and that Garcian has already experienced death (though he isn't aware of it yet at this point) and is a supernatural existence. I'm sure he knew he would win but also that if he didn't it wouldn't change anything.
