The problem with a nuclear power plant is that it's not just radiation what gets put out by it. I would have thought that the heat she stored up from the desert's day would enable her to survive the night. She could also live a normal modern life, just keep the heat turned up. With her skills, she should be able to find a job profitable enough to keep feeding her heat for the rest of her natural life. Especially if she moved to Florida or California. Also, if a nuclear power plant is cooler than a desert, then wouldn't it be a bad choice for a being that needs heat to live?

In essence, her real power is not "projecting cold," it's the ability to transfer heat energy from outside herself to inside herself. In fact, she appears to gain a small bit of energy from each transaction, since when she tried to absorb all of Firestorm's heat, she overheated. She then metabolizes that heat energy to power her heat transfer ability. This is why her skin is ice-cold; her powers use her own body heat as an energy source.
