Yeah, this is called a secret ending for a reason. The only people actually dead are all the teachers, the principal, and Penny (unless she gets repaired, which I could see happening considering she wasn't instantly dead when she exploded).

As for Penny, I can definately see her coming back - She doesn't expire even after using her laser; She can be talked to, where she thanks you for giving her death meaning. Meaning there's every chance she's holding on.

FUN FACT: The reason why Lily died but not Billy it's because after killing everybody Nugget says ' That's not true, Nugget and Nugget's Friend is still alive ' , but if we look back to the first game, his only friend was Billy... So, if he only saved himself and his friend(s) , then Billy should be alive, because Nugget only leaves his Friends alive!

The reason why is because everytime you restart a Day, it all works like Groundhog Day or Happy DeathDay, so they forgot about Billy ( underground ) from the 1st Game and the Nugget Monster ( underground too, but is only visible at Recess ) , Madison ( trapped ) , Alice ( Trapped ) and Ron ( trapped ) . The reasons why Nugget may have killed Agnes with the Snap might just work like Thanos where all the People are Random. Maybe Nugget had a Power that made people invulnerable to the Snap, because how would he know Agnes was there? He knew Lily was there, and killed here, but why Agnes? This Ending is actually really Weird comparing it to the 1st Game...

I kinda get how the ending works so lets go back to Kindergarten 1... So in the Kindergarten 1 the 25 monstermon cards has the power to cause havoc (Lightning strikes) and red sky to what he perspectively hates So what we see in this one is all the effect of 75 Cards (If the 25 is not gone or completely done its job) which Nugget uses to pull of a Thanos and half of the students&teachers turn into dust and uses the power of the 25 which been shown in Kindergarten to cause lightning on the people leaving Nugget's Friend, Nugget, Billy, 3 New Kids and a bunch of dead bodies...
