Years ago, David Lloyd-George, Honours were sold. They could be purchased and there was even a price list. The PM even had an agent who manages these sales. HM King George V was so angry that he refused to bestow any further honours until this mess was cleared up and this resulted in the Honours (Prevention of Abuse) Act 1925.
