They did this to avoid the smallest components next to the chip. Yes it is wasteful but this prevents any small components next to the chip from getting moved.

Same model but the iOS can read the 7th Generation iPad Mini.. But if you pay attention the 6th Generation can do the same now. So apple unlocked something..
