His name's specifically based on the German surname Hartmann, as in Japanese they're written the same ハルトマン (Harutoman). ハル (Haru) of course stands for HAL. ハルト(Haruto) could be a mix of the HAL nod and the English word for "Heart", or ハート (Hāto).
