It is basically about the memeable part of Bakamitai "Dame Dane". Every time you ask who Kiryu is to outsiders, they will likely call him the "Dame Dane Guy". Seems like a stretch, but you would know, the more you squint at it.

Kiryu in kiwami/1 was like that because the creators didnt have a clear image on what kiryu's personality will be. For in universe explanation, he acts like that because he came out 10 years in prison with everyone against you, even your best friend.
