I'm gonna be the nerd here, I think it's because the zombies at that time were just calm, nothing was making them aggressive until Kiryu bumps into that one zombie and you see his eyes glowing red now. I think the zombies remain calm until something catches their attention like loud noises or bumping into theme. I think simply walking past them is enough to just not piss them off.

It's kind of a big deal for him emotionally when he finally shoots and kills a zombie, because they just don't stay down no matter how much he tries with his fists.

You know, what I'd they remade this game, but like a regular yakuza game and made heat action were they actually kill the zombies.
