Do you use the powder to “set” the silver and black or only the white?

Only the white because the white was mehron clown white. So it was cream. The rest of the paint was water activated and didn't need to be set. But I did through on a sliver eyeshadow on the sliver paint to add more shine but it wasn't needed

If the black and sliver would have been a cream paint I would have set it too
