For the prepared citizen slick plate + built out split-rig/belt-kit/vest (anything that clips together on the front) + battle belt is a pretty good set up. As a citizen living in the West, you’re in this weird area where you won’t have the authority to do anything during Rule of Law, but if you lose Rule of Law then you lose all of the support and infrastructure that we currently have, so you’ll essentially only have access to whatever you’ve prepared beforehand. In essence, an overt, built out carrier demands way too much attention in the majority of situations involving citizens during rule of law, and offers little sustainment for situations involving situations *outside* rule of law. It’s a very scalable system, I have a non-tactical fanny pack with medical in it which I wear every day, and if I ever needed armor I could throw on a slick carrier (that holds 2 AR mags and a few other small things like TQs and gloves) and cover it with a jacket, if I needed more shooting sustainment I could throw on a battle belt and get a few mags and it’s more obscured on my waist rather than wearing all of these mags on my chest, and if shit really hits the fan then I can carry like 9-12 mags on a split rig plus everything else I need including water and a poncho, since I’m a citizen without the logistical support of the government I have to be able to carry as much as I effectively can because there’s most likely not gonna be any resupply so with this set up I can scale from a dude with a fanny pack to level 4 plates and a combat load just by essentially putting on two vests

I had similar thoughts as well. Battle belts are not as cool these days cause “dOnT cArRy A pIsToL, jUsT mOrE aR mAgS” but I think it’s important to have a scalable system with less overt options. A battle belt and slick carrier (under a hoodie) is a lot less noticeable driving through a bad area.

It seems in recent years more people are going with slick carriers and chest/vest/belt rigs. I think this is more to do with switching between activities with ease. Coming from the old school I saw the rise of Molle and how easy and great it was to swap configuration for different missions. That true, but not easy enough it seems as many have multiple rigs. One thing to consider with the layered approach is the escalating movement between pieces, extra snag points, and extra bulk.

There are pros and cons to any setup mentioned here. But for me and my needs in my particular environment, I don't need a monster plate carrier with 10 mags or whatever on it. I completely understand why that is probably the best do-all option in most military-esque circumstances. If I had the cash I would have a dedicated plate carrier/mag setup as well as my chest rig and separate slick plate carrier. That's the way to go, but most guys can't afford that.

I did this (a long time ago) while training in New Zealand in the winter. It was frigid, but we were constantly moving. Every time we moved, I was taking warming layers on and off, but it wasn’t a big deal. I just pulled them on or off over my slick carrier.

There’s a reason we use acronyms like KISS and LIAR. Don’t make things unnecessarily complicated, and don’t carry stuff you really don’t need. I had a mentor explain it to me this way: Do your packing list and layout everything you’re going to need to carry. Then go to your kit bag or cubbie, and grab what system is going to effectively fit that load. Don’t be that guy who buys a solution then looks for the problem. I’m guilty of this myself.

Army Infantry Scouts tend to run chest rigs over armor so you can drop your fighting load when your chillin' in the hide/surv.

A plate carrier becomes a chest rig just by taking out the plates or whatever ballistic protection it carries ....on the other side, a chest rig will always be just that - a chest rig

Back in a previous life, it was easier to run LBE/Rig over the IBA when in mechanized Armor. Agreed, on the carrier is the way.

Tac gear is a fashion industry now. Cant keep the industry going if you settle on 1 solution for problem A, another for B etc. Got to change the fad every season to keep the money going. And Units and Agencies are not immune to this sales pitch.
