Since i have never seen or found a mugen game that makes Saitama one punch opponents and it feels out of character. You could keep him as a troll character. If people really want to use him without his op powers , you could make a dream version. The dream version of Saitama in the anime, he fights the subterraneans. He takes damage and well as doesn't one shots.
