The previous verse 15 And that from a child thou hast known the holy scriptures, which are able to make thee wise unto salvation through faith which is in Christ Jesus. Timothy as a child had a Greek copy of a Hebrew copy of an 800 year old manuscript, that is what the Holy Spirit refers to as inspiration
