About the order of the 0's and 1's for BC, here's what my book says that explains why it's ordered that way. "The four combinations for BC are in a strange order: 00, 01, 11, 10. This is a 'Gray' order in which only one bit changes between each pattern. The Gray code ensures that one bit is the same between any two columns, so that if the function has two ones in adjacent columns, then the variable whose value changes can be eliminated from the equation (the sum-of-product equation)."

the reason the order is weird is because the difference between adjacent bits must be minimal (1).
