For future reference you can just vassalize holy orders in your lands, if you're lucky they may even accept an offer of vassalization.

The issue is if the religion has too high of a moral authority, the HO might be too strong to even consider being vassalized by an emperor. That or in my case I picked the wrong religion-culture combo so they always had that malus. Eventually I figured that hey, maybe expelling them is temporary and lasts until the next ruler, like expelling Jews. Nope. My entire dynasty was banned from ever hiring the holy order again. I know that there are some tricks you can do, but unfortunately I didn't do them.
