sir!!!!!!!! my laptops task bar was blinking and my screen was black and then I used dell recovery and then MY ADministrator user was deleted

If you created a user account and added that same user to the administrator group and you then reset the machine back to factory defaults, it only makes sense that that user, the one you created, would no longer be present. If the built-in user, Administrator is missing, then you have another issue.
