Interesting video Barry, excited to see where this one goes. I've also resorted to importing repro stickers from Australia for a vintage toy restoration, worked out well... For paints, make sure you're going with acrylic NOT enamel and your drying time will be much faster - multiple coats in the same afternoon. 👍

Also, consider a heat gun vs. boil and pop. You can soften up the plastic in the very small area you need to (like a specific joint) instead of potentially warping the entire figure. Also, it's much easier to handle during and after. A good hair dryer with adjustable heat and strength will work just fine for this.👍

Might try the hair dryer on the head from the inside. If it doesn't work, I'm fine with cutting it since the head is damaged anyway. But I want to try the least damaging method first.

As a customizer myself I respectfully strongly disagree. Heat guns you risk scorching and burning... I've never warped any plastic with hot water. Water also has a more even and deeper heat distribution. I wouldn't drop a figure in a pot on the stove... I'd boil the water and put into another container and add figure.
