The wire is in the last round of the brim. It doesn't touch your head. No it is not uncomfortable. Hope that helps!

Yes you can always make a top down hat smaller. If you know the size circumference you want, the formula is easy: circumference / pi = diameter of crown. So let's say you want a 16 in circumference hat, 16 / 3.14 = 5 in. You would stop making your increasing circle crown when the diameter across the circle is 5in. And then you would continue to the walls section working even in the round. Hope that helps.
