Very simple : As the area of cloth increased, it has chances of swirling up when pulled...as the cloth rises from bottom...the curl can take away the glass as pulled.Hence that makes glass fall.....not due to area or cloth length.

Newton still won. By Newton 2nd law, the tranfer to force amd momentum is depend on time. At first, the cloth made nearly negligible contact to glass, thus no momentum was gain by glass. However when surface area of cloth increased, it had enough time to transfer its energy to glass and thus glass at bottom moves forward. The upper glass didn't moved wrt bottom glass this it fall down.

Actually doubt was correct but let me tell you that a cloth if hanged like so at one end and on pulling it can create a wave which can hit the glass top area and disturb the balance as well which has happened here in this case. If a straight sheet is used and in place of it then it will work like a charm.
