The relay receives it's power (+) from the fuse, so the PCM "Pulls it down" to ground to command the relay to power the fan on; if the relay didn't have its own power source, then it would be a "pull up" design; scannerdanner channel has great info on this;

You did all this testing with the ignition key on? I have a 1999 Caravan and the fans were staying on. I disconnected the battery to get them to turn off. When I reconnected the battery they stayed off but the next day the battery was dead. i charged the battery and disconnected the temp sensor and then didn't have a problem with the battery. I changed the temp sensor and the battery stayed charged but the fans don't come on now. I change the fan relay and still have the same problem. Where did you get your wiring diagram from?

Did you ever figure this out? My fans are coning on when they should not and killing my battery.

@@journeyofbear6423 My radiator started leaking so I had to replace it. I replaced it with a used one with the fan assembly and they started working. Recently thought the fans stopped working. It's ok right now because it's cooler. Check out a video by Eric O on cooling fan trouble. Sending this message from my phone when I get to my computer I will send you the video.

He's not a fan of Chrysler but he is an excellent diagnostician and in this video he uses a test light to figure out the problem. If you don't have a test light they are pretty cheap. I have one just like it,you don't see many on the road these days. Diehard minivans.Anyway my fans continuously running when I'm driving, it won't heat up for heater. Could it b the fan relay switch or heat censor on the block of the motor

It could be temp. sensor or relay. Compare reading with coolant temp sensor and intake air temp sensor with engine cold. you will need scan tool.

Good job!! I have 1998 Plymouth Voyager, fans don't go on?? 2.4 litre engine. Shop took them out, I have no idea, what they tried to do, fan assembly was put back wrong, it is still not in correct place, I fix it later! Anyway, they changed fan relay, and after that I did replace coolant temperature sensor, I can drive the car, temperature goes up in city traffic, in highway it is normal, OK!! I haven't test fans yet, we did order new fan assembly, coming in next week! I don't think PCM is the problem??, no check engine light is on?? What else could I do, other than check, if fans work..., with 12 V into them?? Thanks, good video, youtheman =)

Eero Laukkanen if you follow my procedure you should be able to rule out any problems with cooling fans.

After replacing cooling fan assembly, coolant temp. has been replaced, and fan relay has been changed, so only possible part not working properly then would be PCM, if fans don't kick on?? and do those go bad often in these cars/ models?? Thanks

I too have the 98 plymouth grand voyager. Mine 3.3 v6 dont think that matters much. I missed if it was even shown on this video; the location of the relay! This is one year after your comment. Please let me know how yours fanned out. Pun intended. Thanks

Ok, same problem with my 96 dodge grand caravan se, electric fans are new, rad fan relay is new, pcm is new, coolent temp Sen new, wiring harness is new, positive battery cable setup new, negative battery cable new, all grounds and ground cables and straps new, but the rad fans are not coming on, all wiring has been checked and rechecked, everything is good, but the new fans will not come on, I was checking the fans, and I see there is a diode in line in the fan wiring harness, one the new fans, not the van, just the fan, the factory fans do not have this diode, could that or the fans be bad, I did the test you showed, even hook up each fan separately to ground and battery and fans just won't come on, I think the new fans crapped out, what is your thoughts..... I sub your channel cause you give clear and perfect description of the steps needed to find the problem..... Any help would be great.

@@kyhomegarage3430 yes followed your video to the T and my harness is just as bad as that one, I redid everything but the ground at the fans have to check into that.
