I would not go that far... Phantom of Opera is really bad. The only way to make him do anything of value is buff stacking but you could switch Phantom out with any servant and do the same. Buff stacking is OP not Phantom. And as much as I love Sanson, if you are not fighting a Evil Rider most of his kit does NOTHING. Just a 2 star Assassin with 1 skill. awesome...
