What Herc did isn't normal. Karna can't do that at all. Also Herc's STR stat is higher than his Divinity stat. Karna on the other hand has a lower STR stat than his Divinity. Plus Herc was unable to break out of the Chain at will. Or he would have done so to save Illya. he was only able to break free when he had gone totally insane from her being about to die. Karna can't do that at all.

Between Karna and Gilgamesh, its about who able to initiate successfully. They both have the power to crush opposite side immediately, provided both are at full power. Although in normal circumstances/most of the time, Gilgamesh are stronger than Karna. We all know Gilgamesh have OP OTK offense (EA), OP consistent DPS (GOB), OP Armor that able to withstand Excalibur. But the most OP thing about Gilgamesh which separate him from other OP hero is, he don't have much demand on mana supply. That is not just bonus from Archer class, he simply have extremely low demand on mana. He can fire EA and nothing will affect him afterwards (meanwhile karna have to use mana burst which dry his master and himself out). When both of their master are incompetent to bring out their full power, Gilgamesh still can utilize most of his strength. And sadly, this precondition is almost always true because nobody is as talented as Rin, the OP mana supply tank that give Shiro all the fuel to launch UBW.

Chaos 239 Gil is nowhere near the grands. lmaaao. Gil is the strongest "proper" heroic spirit, so it is implied there are those outside of that category who can match him. Then again, if you just want to use the hype, then Karna is also stated in his CCC profile to be a servant without equal too.
