Sir, During lockdown salaries of various employees were cut down. Does post Lockdown 2020 period be counted as Financial Emergency in some way?

Financial emergency would be considered only after proclamation of president, not just because the financial situation of the country is not good. Also salary of private employees does not matter, which got reduced during lockdown. During financial emergency, salaries of government servants would be reduced.
