Arya Samaj was a part of Revival Movement. Dayananda Saraswati's slogan was "Go back to Vedas". So they wantend to follow old/orthodox religious policies rather than making any reform.

I think *Arya Samaj is both (Reformist and Revivalist) simultaneously* because it adopted English and Western Education system, opposed contemporary traditions(Caste/Varna System on birth) while also told to the revival of Vaidik Civilization...

In my opinion , Arya samaj basically both revival and reformist because they adopted some of the policies in society by opposing sati pratha child marriage superstitious and open schools and universities which includes some western knowledge also and Indian philosophical they propagately not oppose modernization completely . Swami Dayanand Saraswati fully focused on vedic knowledge that composed variety of Hinduism in a true formality of spirituality dhyana .
