If you had time to listen, like you heard the part where all sailors undergo a fire fighter training but for this case, they are simulating a fire incident on their ship. Did you expect them to light the ship on fire for a simulation? Generally, simulation on the ship is not to teach you how to fight the fire but to help every sailor build a muscle memory on the different approaches to tackle an incident on that ship, so please don't make a big deal out of it.

@@mover2.0 He is talking about using Fire Flares /pyrotechnic devices to simulate fire / other things plus fake smoke for tactical exercices... Since the country dosen't make and import most of the devices, then the country has a long way to go.
