I do not live in La Colmena but i have friends living here. No one has ever mentioned safety issues so i assume it is safe. By safe, i mean aggression, robbery, physical violence. The only place i heard of not being safe in PY are Juan Caballero (gangs) and Hohenau (robberies). These are feedback from friends, not my own experiences.
