What use is there making a more ambitious promise if they can't deliver it. If they have this goal of halving the shortfall and they breeze past it and do better, then that's good, is it not? Whereas if they promise to completely erase the shortfall and fail to meet that target they will be criticised. Sometimes you just can't win with journalists.
