Swinney should dip into the SNPs own money instead of bleating for more from the UK Gov. They got £3.4 billion - 5 in total extra funding from the UK Gov, how much of that will councils see ?

At the very least for Scot Govt the Tory mindless and politically motivated Policy of continuous Block Grant Cuts has been halted; "Funding for day-to-day spending is £1.5bn higher this year, which is likely to make the Scottish Government’s job of balancing its budget significantly easier. Barnett consequentials are £3.4 billion next year as well, of which £2.8bn is day-to-day spending." This an admission by Westminster that the English NHS is indeed need of some emergency & serious injections of capital. It can only be good news for the Scottish NHS who now have access to £600M for infrastructure improvements and £2.8B in day-to-day spending, yet short term funding can be a trap and unless the future Block Grant is maintained and funding increased YoY inline with inflation and not effectively cut, then only then will health further improve in Scotland. As for Energy this was really ignored; GB Energy is will be a PONZI enterprise, a brass plate on some block of fake granite in Manchester. All Energy and potential profits will continue to be directed out of Scotland as quickly possible while taxing to death the existing Oil and gas industry. LNG is now the green star imported from the US, Qatar and direct Gas provided from Norwegian fields £45B of imports and no direct use of domestic production. The funding for the Scottish Office to improve Energy Investment looks like the Tory Propaganda Scheme to convince Scots that the loss of EU funding would be compensated by Gove and his levelling into the ground funding. It is small wonder that UK Oil production is now at 520/BBD/1K down from 2000/BBD/1K in 2000 and has only one direction down as Labour continue the Tory policy of UK Energy destruction this time with "Balls" on it.
