We did the same ride up the Rohtang several times between 2006 and 2012... during full July to Sep peak monsoon time. It was terribly muddy and bad roads. It was kind of adventurous because we had to maneuver through the land slides and mud. Good that the tunnel has opened. Far safer and easier than going up the pass and down. Ride safe

You can do it however we will not recommend you doing it from Manali side as the altitude will rise suddenly and you find it difficult crossing the baralachala. Try to do it from Kashmir - Kargil side.
