Never use a garden hose to wash out the floorboards. Water gets into the foot switches and it honks intermittently until it drys out. We scared an old man to death outside the grocery store one day...

Now that the Ladder truck was on scene the engineer or Fire Truck Operator should have tried a full batteries off shit down of the apparatus and see if that fixes the issue. I might have worked or it might not have. Since that rig did not seem to be needed to ladder operations as the driver/engineer I think I would have shut the rig off with batteries off for up to 2 minutes and see what happens after a restart.
