Steve talked about this and I experienced the same thing, It is very hard to give "free" quotes without tearing into things and time is money. The customer may be able to find someone willing to give a low quote, but how good are they? will they be able to cover good quality materials? do they have the proper tools? do they guarantee their work? Can they do the job right away? If you don't think the customer can afford the work, then you have to ask tough questions to cover yourself. This comes with experience. If you have a minimum service amount, it covers you regardless and you win either way. If its a 20 dollar fix the problem, do you think the lowest rate person will be honest about that?

We most certainly judge people and ability to pay (Sorry, most people don't directly say this or want to talk about this topic, but I'm letting the cat out the bag. we ALL do this or should if your smart) While I totally understand people live paycheck to paycheck, and everyone's struggling, we can't afford to do jobs and not get paid just like anyone else, so it's completely situational for us.
