The lead on the hook will keel it and also give the fly more kick. I always play with the weighting depending on desired retrieve speed, the fast retrieve the more weight is needed to keep fly from rolling

Why the lack of a trail hook? Could a guy sub the last “tail end” fish spine for an actual hook? Thanks

You can tie the fly without the keel weight and try it out to see if you like the action. Maybe tie it a little sparser to make sure it will sink when it hits the water. Wrap it on later if you wish. When you are happy with the number of turns of lead wire, secure with UV resin.

Alex's answer (I'm pretty sure)would be that the fish we are targetting attack the head/belly of the fly as they do a real prey species, not tail nipping, so the front hook is critical not the back one. You could sub but then you would have a different fly and different action
