Try disconnect to hose from the engine see if it's pumping water. Probably in need of an impeller easy fix if so. Central outboard marine will have the part.

forgot to say, i checked the impeller and removed the bottom section and it was mint. That was all I checked tho

Could be it's not lined up with the inlet of engine or keyway broken or out of place.

There can also be a small spider in the outlet line small wire cleanup would be my first check. I have to clean mine every season usually.
