It's not a chord, it's two notes. Many people say it's overtone singing, but I have a theory that she's singing one note falsetto and whistling the higher one. There's a clip with Kim Burrell and you can hear the wind against the pop shield of the mike.

She is scatting throughout most of this video, but that wonderful sound you hear early on in the video is called chord singing. Very few singers can do it. It's even more difficult to do than the "whistle note" Mariah Carey is known for.
