It's not, actually! It's a reference to Cirno's theme from Touhou. The original song used in this video is "Cirno's Perfect Math Class", which is why it uses her leitmotif. I didn't know this either until recently, but Teto Territory's instrumental is actually the instrumental of another Cirno related fansong, but I can't remember what it's called off the top of my head. You could probably figure it out with a quick search, if you're interested.
