I know this guy, my man (Almost Retired), he is on the Global Leaderboard, around 10-15 position. 20-30b is his revenue for one single property, lol. If you decline the offer it's going to dissappear, if accepted then you get cash after a little delay. I never countered any offer, so I guess if he rejects your counter it's going to disappear. Also, there's a 10% tax cut in offers, I think. They offer that much to make a collection of billion-dollar properties, then will recover this 30b in 1-2 days.
