Most of the time no. The setback is determined by the foundation of the home and not any part of the home that cantilevers out.

@@HowToBuildYourOwnHome Morning Keith, Thanks again for getting back. I built a new home in 1978 in Sequim WA. and it was kicked about 6" into the air space of the set back and had a neighbor on 10 acres outside the development concerned. At the time my wife was in real estate so we drew up some paperwork to satisfied everyone. It's just amazing what you can run into. Have a great day and take care.. Glenn

Were the stakes done by a surveyor or by yourself? I'm wondering if the stakes are something that can be put on by the owner themselves.

Surveyor. My build pad is so small I could not make any mistakes so in this situation I did hire a surveyor.
