Go to user settings, then select urban, then you should be able to place buildings.

@@nathanmurray5424 Global heating - 0 ( you can also just mess around with it) Sun intensity - 2 Greenhouse gasses - 0.075 Water vapor greenhouse gasses- 0.035 IR multiplier - 1 - 1.6 Lake sea temperature - 39 Land evaporation - max Lake evaporation - max Evaporation heat 4-4.5 Melting heat - max You can also just mess around with these if you don’t like the outcome.
