At 15:27 fire control took a call stating there was a property on fire on Windsor Road in Torquay. Two fire engines from Torquay and Paignton along with an officer were mobilised to the residential property.
A further call stated the roof was involved in the fire so the Aerial Ladder Platform was also sent from Torquay.
15:33 The first pump in attendance requested to make pumps 6 as the roof was well alight. Appliances from Newton Abbot (2), Paignton and Teignmouth along with the Incident Command Unit from Totnes, Welfare appliance from Ivybridge and other officers were mobilised.
15:41 Ambulance were requested to attend the scene for one female casualty.
15:46 Water Bowser was requested to attend the incident, this came from Danes Castle in Exeter.
15:51 End terrace building measuring 15m by 10m and 3 floors plus a basement. 1st Floor and roof space well alight. Persons reported. 4 breathing apparatus sets, 2 hose reel jets, 1 main jet in use. Police were requested for traffic control and one female was being treated for burns by the fire service and then paramedics as they arrived.
16:10 A further 2 fire engines were requested which were Dawlish and Brixham appliances which were already on route for standby duties at Torquay and Paignton.
16:13 In addition to equipment used at 15:51, there was also a safety jet in use. The gas supply was isolated and western power requested to attend to isolate the external supply. Not all persons were accounted for still at this stage.
16:28 Internal electrics were isolated. Multi agency meeting to take place.

17:16 Further information from the scene states that the property consists of 10 flats. the 1st floor and roof space are both severely damaged by fire. Steady progress is being made and crews are damping down. Some neighbouring properties have been evacuated as a precaution.
17:33 A further aerial appliance from Crownhill was mobilised to the incident.
18:01 All persons accounted for.
19:22 Fire crews continuing to dampen down the hot spots to prevent fire spread to neighbouring property. Breathing apparatus now discontinued.
20:20 Salvage now taking place in the ground floor of building of origin. Firefighting in one section now suspended but being monitored. Crews assisting adjacent property owners to collect belongings. Aerial Ladder Platform in use turning over and damping down as well as removing loose debris.
20:32 The incident is ongoing with 5 fire engines, one aerial ladder platform, incident command unit and the welfare pod.
21:23 Incident has been scaled back to just 3 fire engines and the aerial ladder platform which is making steady progress and knocking back hot spots.
00:40 FINAL UPDATE - The fire engine and aerial ladder platform have reattended after leaving the incident ground around 22:15. There will be no further revisits but fire investigation will continue in the morning.
The ground floor was 100% damaged by smoke and water, first floor 60% damaged by fire and 100% damaged by smoke and water. The second floor and roof were 75% damaged by fire smoke and water.
