But when the grown lamb escapes on the eve of the fair and is gathered into a local flock by accident, Timmy and Lassie have to convince the shepherd that the lamb is theirs. TRIVIA: The 4-H stands for "Head, Heart, Hands, Health" and is an agriculturally oriented youth program that developed in several states in the early 1900's as a way to get farming youth involved in leadership development on a local and state level. The individual states programs gained national recognition when the passage of the Smith-Lever Act in 1914 created within the US Department of Agriculture, under the National Institute of Food and Agriculture, a Cooperative Extension that absorbed and nationalized the state rural youth leadership programs under the 4-H banner as a way to to introduce new agriculture technology to the adults through their children. By 1924, 4-H clubs were formed and the clover emblem was adopted.
