*Disclaimer:* (Edited due to many people points out error phrases even if I mentioned it below the comment section. Happy now?) Last Breath Sans has LIMITED phrases, there is only 3 phrases. He is mortal and cannot last long after taking very high damage even with Gaster's help. Therefore, Cross with limited stamina will be heavily injured (Regardlessing his LV because it's still possible to win the battle against Last Breath Sans with proper technique and weapons) and Epic with limitless stamina will be minor injuried or nothing at all. (Everyone has a chance to dodge and negate all of the damage) If it was Endless Breath Sans, Cross will be first to die due to stamina then Epic will fall to him eventually due to health.

LB (League 6) EB (League 8) Epic (League 9) Cross (League 10) X-Event!Cross (League 10) Endless Breath Sans is just Sans with assistance from Gaster making him glitchy and hard to kill. Endless Breath Sans realistically could never be above League 8, where the regular “demons” are. Epic is around Killer’s strength, and can’t reach 0 hp from damage. The only person here who could kill him is X-Event!Cross with the Hack Knife which just erases him. While Cross can’t kill Epic, he is generally stronger. He fought 1 person in League 10 and 7 from League 9 at the same time while semi-finishing XGaster and fusing with the X-Event soul. Comparatively, Killer is second from the bottom of League 9.

Level 20 cross should be at least below ultimate atk epic. and lb has infinite phases (then he would be called well I forgot actually. but it would be called *insert name here if you know the name* breath) so he would win because each phase gets stronger.
