Check the area where accident happens mostly east India. When accident happens all efforts are taken to rectify it in western part of the country. While east side provides revenue by means of freight traffic money is spent in north and west of the country. From bullet train to kavach every thing is implemented in west and north. East and South India is least priority. Even dfc runs from north to eastern ports while most of the minerals and coal is mined in east
