I'm ranged main player and julia is just insane, her 4 skills is awesome, she give good hp to ranged squads and there's 60% of nullifying the dmg taken, best pair for louis by far, the rage recovery is just faster and it's the balanced and strongest ranged duo. I also have jacob he's good for open field but not as good like Louis/Julia, but for garrison he's monster, pretty good trades from reports, even with highter might players.

I'm f2p and can honestly say that at my level (50m) lee and Martin are the only 2 police station heroes that I still use at this point in field battle. My tom martin always outperformes other tom raigoros at my level and slightly higher. If I was to start the game over again I would not put a single universal fragment into a police station hero. For me lee is A or S tier.

I do use Lee on the battlefield all the time but the squad gets killed very quickly if you don't pay attention. As I said, the video is more to tell you guys where you need to invest your universal fragments. Like you said because Lee and Martin are heroes from the police station you're not investing your legendary fragments and that's why I classed them into the B category

The only way is to do thunder top commander unfortunately, so move to another region and get 3 more fragments with the top commander

It's an old video before the major update. I would not give Tom an S anymore. You can get Tom's fragments on advanced search so no point using your fragments on him
