They should add 2 more players to the teams. Make a 9- a-side tournament. The pitch area is just too vast for just 7 players each side. .

There's actually the 10-person a side format. In 2017 and 2018 the Brisbane Global rugby 10s tournaments were held to help it take off - but unfortunately it never did
